I understand that you are unable to charge your laptop.
Don't worry I will try to help you out.
Did you make any software or hardware changes on your PC?
Do you see a led charging light on your PC?
Kudos to you for trying out the steps before reaching out to us.
Please provide the product number of your PC for better assistance.
As you mentioned you have already tried with a different adapter and different wall outlets but the issue still persists.
Please try the steps recommended below.
Click on the Start Button
Type "Device Manager" in the start search box & open the Device Manager
Look for Batteries and expand it by click on the + symbol on the left
Right Click on "Microsoft ACPI-Compliant Control Method Battery" & uninstall
Please Shutdown the Notebook
Please remove the Battery and unplug the Power Adapter
Press and Hold the Power Button for full 1 Minute
Go ahead and put back the Battery and connect the Power Adapter
Look for "Plugged In Charging" message on the Battery icon.
If the issue still persists try updating BIOS on your PC and check if it helps.
Also, try updating the drivers on your PC by using HP support assistant and check if it helps.

Thank you for replying, As I understand there is no charging LED and hence computer is not charging. This clearly indicates an issue with the AC Adapter. I would suggest here is to try with a different compatible adapter and see if it helps.
Depending on the results, I would suggest you contact our HP phone support for further assistance. Please fill in the product details to get the tech support number.
Please use the following link to create yourself a case number, then call and it may help speed up the call process:
Step 1. Open link: www.hp.com/contacthp/
Step 2. Enter Product number or select to auto detect
Step 3. Scroll down to "Still need help? Complete the form to select your contact options"
Step 4. Scroll down and click: HP contact options - click on Get phone numberCase number and phone number appear.
They will be happy to assist you immediately.

Thanks for the update,
As I understand you have tried to use a voltage reader and it seems the adapter is functioning, this still suggests being a hardware issue either with the port or the battery. I would still suggest you contact our HP phone support for further assistance.
