I need to turn off my onboard mouse. I navagate to control panel and then mouse and look for the device settings tab; it is not there. Is there another way to turn off the onboard mouse?

Do you mean to say touchpad instead of mouse?
Notebook PCs do not have mice unless an external mouse is connected.
Double tap the upper left-hand corner of the touchpad to enable or disable it as you choose

Press the Windows Key + R > Type devmgmt.msc > Click OK.
Expand the Mice and other pointing devices section.
If you see the touchpad in here right click on it and select Disable.
If you don't see the touchpad here it may be listed under Human Interface Devices.
If still issue persist, there might be some third party utilities out there that will work for you such as Touchpad Blocker and TouchFreeze:

Double tap on the upper-left corner of the touchpad faster. Doing it slowly will not work.
