Does anyone know how to dedicating more video ram? i have 16Gb of ram if that helps

You need at least Intel HD4400 which in 4th gen processors. You have HD4000 which is in 3rd gen Intel Core processors so the issue is not just the dedicated video memory, which cannot be changed, anyway. Dedicated means it is actually separate memory just for video . Intel HD uses just a little dedicated and then the rest comes from system RAM...the main memory modules, shared with Windows, not manually adjustable by the user.
I looked up your computer and you actually have switchable graphics. There is in addition to the Intel HD, a 2gb dedicated GeForce 630 which is still not as strong as the minimum system requirements for the game.

What kind of computer is this? 64 megs dedicated means you probably have integrated graphics like Intel HD. It can use a bunch of additional system memory for video and there is just no way to adjust it manually, it all happens automatically. Is there some game you are trying to play that says it needs more dedicated memory? What it means is you need a different video system.
