I have experienced this same issue running two hard drives on my dv6 6102ax pavilion. Windows 7 (64 bit) and a Windows 10 installation. The issue appears to have occurred while the Windows 10 drive was upgrading to a new build. All the USB ports failed on the laptop. No amount of changing, upgrading, uninstalling, reinstalling drivers has made the slightest bit of difference. I have also tried the full power off with both power chord disconnected and battery removed - for hours. This did not make any difference. I have run the HP Diagnostic software but it does not seem to have any USB testing function that I was aware of.
I have upgraded, downgraded BIOS and nothing has helped. When I put the original WIndows 7 hard drive back in the laptop, it displayed the same USB port problems as the Drive with the Windows 10 on it. Is this a hardware issue? How can I be completely sure before getting another motherboard ? Any suggestion over and above these mentioned would be helpful as I have wasted days trying to fault find it and rectify it... Any assistance anyone would be able to provide would certainly be great !!! Thanks johnT

From what I can find, it appears that your notebook is between 7-8 years since it came to market.
It is unfortunate that you can't test it since you need the USB ports for that. That is for the latest version of the Diagnostic software.
Your notebook is likely to have had a system board failure.
It is time to source a replacement notebook.

Thanks for your response. That the problem was evident when running the laptop on two different hard drives and no BIOS changes made any difference, I was getting fairly certain it was /is a hardware failure... regards John T
