Review the document offered in the link above-specifically "Recovery when Windows 10 does not start correctly". I know it does but try that method to see if you can boot into Recovery partition to do a Factory restore.

Welcome to the HP Support Forums! It is a great place to find the help you need, from other users, HP experts, and other support personnel.
I understand that you need assistance in installing HP recovery manager software to create recovery discs. Did I get it, right?
Have you lost the HP Recovery manager software ort HP Recovery media creation tool?
In both the cases, the only way to get them back is to runt eh recovery from the partition to restore the PC back to factory settings and then create the recovery discs.
