Just an update after my further search:

1. HP doesnt not support any Linux variant on HP ProBook 450 series notebooks !!!!!!!!!!!!!!!!!!!!!!

2. Here is what archlinux wiki says re above problem:

https://wiki.archlinux.org/index.php/ACPI_modules

3. This 'SOLVED' Issue related to HP Notebooks declares my specific issue as HP BIOS problem and assigned it to HP-WMI maintainers.

ACPI Errors were plaguing my Omen X 17-ap0xx,

Adding, "acpi=off" in grub, as listed wiht SO MANY people works but kills any Thunderbolt Functionality (ACPI)

Simply Changing that to  "acpi=strict",

(My Tomboy notes garbeled in the translation - but usefull)

Hp / acpi Errors

ACPI - Advanced Configuration & Power Interface

ERROR "acpi int3400 unsupported event" ERRORS .....

add to grub's ... GRUB_CMDLINE_LINUX_DEFAULT="quiet splash"...

       "acpi=off" or "noacpi" "acpi=strict"

    • GRUB_CMDLINE_LINUX_DEFAULT="quiet splash acpi=strict".
            • "acpi=strict" WORKING BEST AS OG 09/15/18
            • "pnpacpi=off" Worked For another HP Spector and Another posted it AWESOME

made the errors managable, and limits them, and keeps Thunderbolt Funtionality ALIVE,

Ubuntu, in the 2 weeks of owning this Laptop, has gone from 2 minute hangs at boot or shutdown, and no TTY3 Functionality,

to Almost no errors, also .... perhaps IMPORTANT!   ...

I used UKUU to update the kernel to September's 4.18.xxxxxx kernel,  Ubuntu 18.04.1 LTR uses JANUARY'S 4.15xx Kernel!,

Ubuntu 18.10 is reported to be using this September's 4.18xxx Kernel

This is logical as Hp seems to like adding PROPRIETARY CRAAP Awekward BIOS's and Hp Software  (like Sony, and Microsft), making changing THEIR (no it is OURS) Laptops unfriendly to change.

JUST MY OPINION,  but well founded!

Trying to help, Mark

TLDR:
Try kernel bootparameter:  pci=nommconf

Full version:

I had a similar (but not the same) very nasty problem with ACPI,

On boot the kernel basically spamming:

kernel: [ 26.237796] ACPI Error: No handler or method for GPE 08,

Kernel bootparameter: acpi=off made the sytem bootable, but the laptop basically unusable (no touchpad, no cpu throttling, nvidia could not initialize etc etc.)

After much agony I found that it was described here very recently (hopefully pached soon):   https://bugzilla.kernel.org/show_bug.cgi?id=203617

Which suggested using: pci=nommconf

which solved my problem for now.  I have so far not found any serious drawback so Im happy.

It turned out a bug caused by hp_wmi.
https://bugzilla.kernel.org/show_bug.cgi?id=201981

The fix is on its way around kernel 5.4 and patches are available on https://lore.kernel.org/patchwork/project/lkml/list/?series=419906&state=*
