W not install yourself, for a friend, a laptop today is not at hand.

Did you install the HP connection manager software?

You may need to install that, restart the PC and use the connection manager software to turn on the bluetooth radio.

If that doesn't work either and you are sure the noteobook has an Atheros wlan card with the bluetooth 3.0 radio, then most likely, the bluetooth portion of the wireless card has failed (hardware failure).
