When a USB WIFI Adapter says 5ghz & 2.4ghz Dual Band does the 5ghz & 2.4ghz it have anything to do with the computer or your ISP.

Not your ISP but in order to have a choice of bands 5ghz and 2.4 ghz you have to have a dual band wireless card (radio receiver) in your computer and the wireless access point (radio transmitter) you are connecting to has to support it in other words beam out a signal on both bands.
