Awesome job on diagnosing the issue correctly and performing some troubleshooting before posting your question on HP forums. Kudos to you on that score. It is a privilege to work with tech-savvy and technically competent customers like you and we greatly value your business with HP and it is a genuine pleasure to assist you here.
First off we need to diagnose correctly if the issue is hardware or software related.
For better clarity and to assist you better I would require more information regarding this.
Please provide the complete model# of the computer.
- When did this first begin?
- Were any hardware changes made like changing the router or modem?
- Did it start after any software or app update? (windows, HP, or other apps like security apps)
If the occurrence is recent you might want to try a system restore to a good known working date before the issue occurred. Link for restore: http://support.hp.com/us-en/document/c03327545

If none of these work please use a wired Ethernet cable and update the bios, chipset and Wi-Fi drivers from this link: http://hp.com/drivers which are relevant to your computer.

This morning it started, yesterday I was able to connect to my mobile hotspot perfectly fine but when I turned on my computer this morning immediately the amber light that indicates the wireless connectivity never turned white. I tried turning on my wifi and although the setting was turned to on, the small red x stayed by the wifi icon and that's when I troubleshooted and found that the wireless capability needed to be turned on but it was already on.
I haven't updated or changed anything in about 2 weeks.
I restored my computer to 10/29. THIS DID resolve the issue, I'm going to be updating everything that I possibly can now that I have internet access. Thank you for your help.
