Hi, @EmptyNote1962 :
See if installing the Ralink bluetooth driver for W10 resolves the problem...
This package contains the driver installation package for the Mediatek Bluetooth in the supported notebook models running a supported operating system.

Hi,
Try installing the broad com bluetooth driver from here under heading network:
http://support.hp.com/us-en/drivers/selfservice/HP-ENVY-15-Notebook-PC-series/5401191/model/6663743
To enable bluetooth go to bottom right-side of desktop and click on notification icon where you can switch bluetooth on and off.
A small guide by Microsoft for further settings.
Let me know if you need further help,
David

Windows 10 has a search option right next to the start buttom (magnifier), just type bluetooth and it wil display everything related to it and just go into th settings and you can either have it active, this is how it defaults, or deactivate it.
