Is the mac os high sierra version 10.13.6 compatible with HP envy 6452e

Hi,

Generally, the printer is supported on macOS 10.14 or later and not on any earlier OS version, here are its System Requirements:

Assuming you have setup the printer on a wireless connection from another compatible device, as another computer or a mobile device, you might be able to add the printer to your Mac with AirPrint:
