HP Driver Update repeatedly Fails to Find working network?  HP OfficeJet Pro 8740 updates Using Smart HP, HP EASY Start, or clicking on Desk top Link do not  but lead to the same error. FURTHER HP SMART does not allow a multiple paged document to be converted to readable PDF, and has an awkward interface. This insane I can print from around the world but cannot scan what I’ve been doing for years.

You must create or sign in to an HP account to access all printer functions using the HP Smart app. If the HP Smart app does not work, download HP Easy Start on your computer from HP Software and Driver Downloads, and then install the full feature driver.

Fabulous analysis. Spectacular diagnosis of the issue before posting. Kudos to you for that. You've done a remarkable job performing the steps. 

We need to perform a Semi full reset to restore the printer to its original settings.

The reset instructions are specific to your printer and performing those steps on a different printer may brick the device. 

I've sent you a private message with reset instructions, follow the reset instruction to perform a full reset and re-initialize the printer.
