I have bought this printer a month ago. I do not want to use it either with wifi nor with a smartphone. I just plugged into my computer on the USB port (I had a chord fortunately kept from a previous prinetr, because not supplied with the printer :((()

It is working fine, but the user manual is absolutely void of information to use it with a usb connection. Only one line in 142 pages to tell you to plug into the computer to use the usb connection !!!

So my question is : how to use the energy saver mode or set the parameters for the sleep mode without a smartphone or the EWS ?

If you are on Linux you will not be able to have full control. On WIN 10 the HP Smart will run on a USB connected printer for adjustment.

HP is claiming 100% compatibility with Linux so why not provide the basic set-up fonctions ? Thought they wanted to protect the environment also, but if i cannot use the energy saver mode because I am using a globally used operating system and want to avoid using  wifi or smartphone , it is just greenwashing ?

Unplug the printer OFF when not using it, that is a 100% efficient way to save energy.

When turned off power consumption of the printer is 0,1W. 
In sleep 1.7W and at ready 4W.  So even if the printer is in sleep you are consuming 1.7W of energy.
