My online account says I don't own any printers but I can print fine from my PC, and from the HP smart app.
All online help from HP talks about 'Add Printer' buttons that do no exist online and in the app. There is no way to reach a real human being in technical support and the AI virtual assistant seems to have been programmed to be as unhelpful as possible. THIS SHOULD NOT BE COMPLICATED!!!!!!!

I misread the question.
Short answer in the context of the HP Smart account / website:
The HP Smart app is not dependent and hardly related to HP Smart / HP Connected.
I cannot explain why your HP Smart app works but you cannot "Add Printer" to add (another printer) to the app.
True - it should not be complicated.

HP shows a recent preference for naming things "Smart" -- HP Smart, in particular" can mean different things in different contexts.

For the purposes of this explanation, the HP Smart / formally HP Connected account has naught to do with your HP Smart application. Different animal.

The HP Virtual Agent is not AI -- the program is certainly not programmed to be contrary -- HPVA does have limited ability to respond to requests. For example, if HPVA cannot or does not provide the answer you seek, rewording the question might not impact the results. HPVA is clever within the limits of what it can do.

The steps in HP smart (browser version) are not possible. I don't have the options in the menu you are showing in your pictures. I cannot add my printer. I don't have a manage printers option.

There is just Printers, then something telling me I don't own any printers.

Ok, so I managed to solve by entering the URL manually
hpconnected.com/gb/en/newprinter and then adding the code generated by the printer itself. The printer has now appeared in all of my dashboards. Phew. It is a very simple workaround but I feel an unnecessary one.

Sorry for the confusion -- it did no immediately dawn on me that the path to the HP Smart Website would not work without cut and paste. I decided I did not understand the question and backed away.
One problem with at least part of the methodology is that so many things are "Smart" -- add in differences in regional website access, printer models, setup, and soon -- what should have been simple - just falls into a heap.
Good job sorting the tangle.

OMG! I have been scouring Google and probably 20 of very similar threads here on HP support forums. There are so many people with the same problem and tons of replies to reinstall HP Smart or various suggestions that make no sense. Using the link you provided (hpconnected.com/gb/en/newprinter), I finally got my problem fixed. Thank you.
