I understand your concern and the fact that this could be a frustrating process to fix the issue,

That said, since the charger is unbranded and isn't what's supposed to be shipped via HP, I recommend you Contact HP for a replacement adapter to resolve this issue once and for all:

 (Free if PC is covered by an HP Warranty) 

 

Please use the following link to create yourself a case number, then call and it may help speed up the call process:

Step 1. Open link: www.hp.com/contacthp/

Step 2. Enter Product number or select to auto detect

Step 3. Scroll down to "Still need help? Complete the form to select your contact options"

Step 4. Scroll down and click: HP contact options - click on Get phone number to obtain a case along with the phone number.

They will be happy to assist you immediately.

I'm my family's tech support, i know too well how frustrating it is when people don't give enough details!

I'll get the new charger and update this thread.

 

Just as a question though, could an underpowered charger be also responsible to temperatures being kept too low? I'm monitoring them constantly, and right now they got even lower - as soon as they get to 50 degrees, cpu and gpu are throttled, without spinning up the fan at all. With the idle temps being around 40, my pc is now basically throttling as soon as i do anything. I find it really weird how there appears to be a maximum temperature limit that keeps getting lower and lower.

You've done a remarkable job performing the steps suggested earlier, great work 🙂 

And don't worry, as we should be able to fix this up with a few more steps and I'll be with you until we ensure this issue is fixed. 

 

An unbranded power adapter that doesn't supply the power needed for the computer to run to it's potential,

Definitely looks like one of the major contributors towards the issues we currently are going through.

 

That said, simply contact HP and they'll take care of it for you.

Doesn't look like the charger was the problem. Got a new one rated for 90w (19.5v, 4.62A) and nothing changed. Temperatures are still kept at 55-60, fan is sleeping and hardware is still throttling all the time. And the performance is still better when unplugged.

 

I tried doing a bios reset (the windows button + B thing) and reinstalling the latest one. Despite the bios apparently not being changed, as it always said version f.82, after the update the problem seemed to have improved - temperatures were allowed to go higher again and gaming performance had improved, even though it still wasn't the same as usual. But after a reboot we're back to the beginning.

I would like to know if you have tried using the HP Coolsense software?

HP CoolSense Technology is a feature in some HP notebook computers that combines hardware, software, and mechanical design to dynamically manage the temperature of your notebook computer, and help keep you comfortable while using it. HP CoolSense Technology uses a motion sensor in your notebook computer to sense when your computer is being used in a stationary or mobile setting, and automatically adjusts the computer performance and fan speed to keep the computer cool. HP CoolSense software allows you to specify your cooling preferences. Use this document to configure and use your HP CoolSense software.

The HP CoolSense requires accelerometer and thermal control hardware only available on select computers. Attempting to download and install HP CoolSense software on a notebook computer that does not have HP CoolSense Technology will result in an error message. If you are not sure if you computer has the necessary hardware, you may attempt the download and installation. Attempting to install the CoolSense software on an HP notebook computer does not harm your computer.

I do have coolsense and I tried it both on and off, made no change (and to be honest I've never noticed a difference in keeping it on or off). Anyway I found out I still have vendor warranty so the pc is now off to repair, thanks for your help.

Updating for posterity: the problem has been solved, it was the charger.

Turns out that HP uses a proprietary "smart pin", and the pc can detect if an official HP charger is being used. If the pc detects it's plugged in to a non-HP charger it will severely throttle itself, that's why my pc was running much better on battery. If you buy an universal charger it will not work, you need an original charger.

Quite a questionable practice, but i'm not here to discuss HP's tactics and my pc is running perfectly now.
