The laptop is shipped with the only option of 8 GB DDR4-2133 SDRAM (2 x 4 GB). Can I pay for it to be upgraded to 16 GB before they ship it to me since I do not want to buy 2 new 8GB RAM sticks myself?

You cannot "upgrade" products in the HP Store that aren't customizable.  You'll have to select one of the customizable units and customize it to your liking.  Otherwise, you'd have to do it yourself or pay a local shop to do so.
