Laptop works all fine when on battery power, but when i plug it in, the laptop starts to lag, and my games have a constant 20-24FPS. I also noticed when the laptop is plugged in at 80% or higher it won't lag, however, when i plug it in at 20% or so, the whole laptop lags.

Welcome back to the HP Support Forums! I understand that your notebook lags when connected to the charger, and that you have noticed this never happens when the charge level is over 80%. I am happy to help with this.
From your description this fix looks tailor made for you: HP ENVY Notebook PC - The Computer Is Sluggish or Does Not Respond While Connected to Charger. As you will note it mentions pretty much the same issue but the cutoff is 60% or lower. Give it a try and let me know if that resolves the issue.
