USB speed and bios issues

Dear Experts!

I have an HP Compaq dc7600 small factor from my machine, with a unique design and condition of housing. My question is that I am using my win7 on it, but USB is not handled properly. I get to be able to keep the device run faster the message, but if I know the USB 2.0-compliant connectors, you should use but not at full speed. Idea?
And one more question that I can post messages disappear on startup? Continuously displays the front USB not connected, and the chassis fan not (they really are not connected, the fans go to Control Information thermometer, front us because you do not need little kids :smileyhappy:)
