OS managment of TPM removed from BIOS

HP Recommended
Microsoft Windows 10 (64-bit)

Hello,

We have a lot of business notebooks as HP 840 G4 or 840 G3 or 840 G2 and I noticed that OS managment of TPM  has been removed from BIOS. Is any one could me explain why?

We are deploying Windows 10 1709 with SCCM/MBAM and very often we have problem with TPM. Even that TPM has been cleared using "Clear TPM" from bios, we receive a message in that MBAM cannot take ownership of TPM because auto-provisioning is pending. Try again after auto-provisioning is completed or TPM is not in the correct state (enabled, activated and owner installation allowed).  We have to clear TPM from OS before deployment a few times, check manually if TPM is in right state, and there is chance that deployment will be successfull. This is time consuming.

There was no issue on older Windows 10 (1607) with that 840 G3 for example. Our bios/OS is up to date.
