Computer Boot Up and Power Off

HP All In One Desk Top 27-n106a
Microsoft Windows 10 (64-bit)

I have an issue with my computer slow booting on start up and when I shut down, the computer won't power off, i have to turn it off by the power button. Any help will be much appreciated. Thank you in advance

Did the symptoms occur before Shrove Tuesday, February 13, 2018 -- the "second Tuesday" of the month?

Microsoft releases security-updates on the "second Tuesday" of each month, at 10 AM Pacific.

So, your computer could have "called home" on Tuesday afternoon, and discovered and downloaded the updates.

The updates were partially installed when you tried to shutdown your computer -- which caused that shutdown to take much longer time than usual, and the installation of the updates were completed when you next booted-up your computer, which takes much longer time than usual, i.e., "slow boot".
