Computer wont boot up

Microsoft Windows 7 (64-bit)
Desktop Envy that wont boot up. 
Screen is black and  has message that reads ; In power save mode
Press computer button or any key on keyboard or move mouse.
 
I have open the computer - clean the fans with air, swap memory board , switched monitors and message still there- computer will not boot up. Any advice?

As I understand the monitor is going into power saving mode when powered on,

Don't worry as I'll be glad to help, however, to provide an accurate resolution, I need a few more details: 

Have you attempted to check if the monitor works on the BIOS screen?

Was any BIOS or Windows update installed on your device before the issue occurred?

 

While you respond to that, here's what you need to do:

In case an item was changed in the BIOS, such as the primary monitor device setting, use the following steps to reset the BIOS back to its default configuration:

 

You can use these steps even though you will not be able to see anything on the monitor.

  1. Turn on the computer and repeatedly press the F10 key for eight seconds.

  2. Press the Down arrow three times.

  3. Press the Enter key two times.

  4. The computer restarts.
