We recently had a HP ENVY Desktop TE01-1287c fail in our office and it appears to be a MB or PSU issue. We will just replace the unit but we need the data off the machine. The issue I'm running into is it currently has a 16GB Optane drive along with a 1TB HDD with no boot option between the two leading me to believe they were configured with the optane drive as a an ssd cache that looks to be configured in windows. Any suggestions on how to access data?

The first thing I would do is remove the HDD, connect it to a working PC, and see if you can retrieve files from it using File Manager.
If that does not work, then you would need to consider buying data recovery software -- so I can advise you on that, if needed.
