When I switch on the PC, appears to start up as in the fans start up and then cuts out about one second later, proceeds to try and start about every five seconds. Power lights flash on momentary.

Hi,
This sounds like a power cycling problem. You may have a power supply problem or a motherboard (MB) problem. It could also be a component connected to the MB or a peripheral connected to the PC. Often a short somewhere will cause the power supply protection circuits to reset to prevent component damage.
You have to reduce the PC to a minimum configuration and then systematically, one at a time, replace components and restart the PC to find the bad component.
This is time consuming and expensive. It is best to have a local PC technician take a look. Very difficult to troubleshoot in a forum.
