Yes. Either borrow a USB keyboard from a friend or family-member, or find a store like "Goodwill" or "Salvation Army" or "Value Village" that sells second-hand goods, including keyboards, for $5.

Correct. Start with the "short" (a few minutes) test for the disk-drive.
It's possible that the disk-drive is physically OK, but the file-system is messed-up, causing it to reboot & reboot & reboot.
