HP's R&D team is starting to look into this. We are shipping one of the failing units from our company back to HP for further troubleshooting, but this is still a work in progress seeking a solution. We're going to have to be patient.

I have not yet seen an official fix to this issue from HP.
I am surprised to hear that you are having difficulty in getting the backpack PC booted with the unit undocked. I continue to have 100% success in getting the PC booted into Windows so long as I have the PC removed from the docking station, and only a mini- display port cable plugged into the backpack. Once it's booted, I place it into the dock and it runs successfully without fail.
