Network Interface Card Power Off after Shut Down PC

Microsoft Windows 10 (64-bit)

After Shutdown PC (Win10 pro 64bit) is NIC going to power off, the NIC Leds are not blinking. The BIOS settings S4/S5 is Allowed, NIC card too - allow wake on lan, allow magic packet. Latest bios ver. Latest NIC drivers.
Motherboard hp 81B7 (U3E1)

Network card Realtek PCIe GBE Family Controller

 

Does this motherboard support keep power on for PCIe Network Card?
IS this bios problem?
This same problem is on same 10 pcs, not just the one.

The HP Support Slovakia dont know to localize or solve the problem  since May, 2017

Network Interface Card Power Off after Shut Down PC

Today is 10/10/2017.
Hp support Slovakia (mr. Pavol Kudjak) is asking again for serial numbers of affected PCs I have already sent on 3/3/2017. Hp replaced their system and the information was lost - this is not problem of customers.
