No keyboard or mouse usage on Boot up

HP 110-090 Envy Desktop
Microsoft Windows 10 (64-bit)

When I start up my system, it comes up to the splash screen where you need to clcik either the mouse of keyboad to receive a logon window for password. Nothing happens, no keyboard nor mouse available. Have both is i hit F2 and enter Bios setup, but once I boot up I loose the keyboard and mouse.  Plus what keyboard strokes do I use to get to boot Windows 10 to safe mode to try to trouble shoot that way?

Did your computer have this problem before Shrove Tuesday, February 13, 2018?

On that day, Microsoft released security-updates for Windows.

The next time that your computer "called home", Windows Update downloaded & applied those updates, which I am guessing, caused your problem.

Reboot, and keep tapping 'F8' until Windows shows the "recovery" screen.

Use "System Restore" to roll-back your computer to its state before Windows Update ran.

You're not the only one to report this problem, in the last 7 days.
