On power up - no splash screen and delayed boot.

HP Recommended
HP Elitedesk 800 G3
Microsoft Windows 10 (64-bit)

HP Elitedesk 800 G3 with Nvidia 730GT video card, main disk is a 250G SSD.

 

This happened right out o fhe box and with the latest Bios upgrade

 

1) On power up there is no splash screen. After about 60 seconds, the screen has the HP logo and "HP Secure Boot" - the computer boots in <10secs.

 

2) to enter bios setup - Press ESC after restart. There is a message on the screen "Entering BIOS setup" There is a 60 second delay before entering the bios setup.

 

How can I get rid of the 60 second delay?

Presumably, the HP Warranty still is valid.

This is a "user-to-user" forum about HP products, not an official path to contact HP.

Contact HP, to open a claim against the warranty.

Experiment:

 

Disconnect the AC power.

Disconnect the "power" and "data" cables from the SSD.

Connect the AC power.

Power-on, and try to enter BIOS SETUP.

Does it still take a long time?

I tried disconnecting the SSD, though the result was the same. (~60 sec delay before entering the BIOS setup). Per your  suggestion I will open a warranty ticket with HP.
