PC will not boot up

Pavilion IQ780a touchsmart PC
Microsoft Windows 10 (32-bit)

I have been having trouble starting up my PC IQ780a. The lights come on power button then the hard drive green light flashes on once and the fan engaged the DVD drive hums but then nothing hard drive goees out instead of blinking as it loads(normally) The machine makes all the right noises and the screen still reacts to touch but no picture. It's as if the hard drive forgot what to do next. Then a week later I tried to start and OMG she is Alive. Sorry false hope as it's now been two weeks since then and it still dead Any help would be appreciated luckily I have another PC and I baced up documents and downloads onto an external drive. I tried using my Windows 7 Boot disc and installation discs but nothing happened just a lot of whurring on the dvd drive but not effect on Hard drive.

Last month I had a blackout whilst I was away from home and foound it on standby but all the system was down and I had to reinstall Win 10 from my downloaded upgrade and also Office 2013 the hard drive may have been fried but my surge board should have prevented that.

Operating System: Microsoft Windows 10 (64-bit)

 

I TOO can't start up my Hp Pavilion P7-1410 & getting the SAME indications. The blue light come on above the power button then the hard drive(HD) amber lite, in my machine, flashes on once, BRIEFLY (for about 2 to 3 seconds and the fan engaged the DVD drive hums but then nothing! Hard drive amber lite goes out instead of blinking as it loads(normally). The machine makes no further noises and the screen has power lite on but no picture. It's as if the hard drive forgot what to do next.
I removed the hard drive (HD) and I CAN access all files when it's hooked up to my laptop via a USB adapter and cable.
I've had a great functioning APC power conditioner & battery backup on it forever. I've disconnected all other sata cables attached to other internal bay HD and DVD's. No different response obtained.
