> There is a hardware problem If you are taking this PC out of the box, turning it on, and then having this issue before you install anything on the HDD.

 

Don't jump to that conclusion.

 

I'll bet that if you take the PC out of the box, set it up, and *NOT* connect it to the Internet, then you won't have any problem. 

 

Therefore, it is *NOT* a "hardware problem".
