Starting windows in safe mode...System Restore Point not found. When trying to backup files, the list of files is generated on the D drive but when saving the files to the external drive or DVD the error message in the subject line is shown. WIndows Startup Repair does not help. Is the only option to run a system recovery without backing up my files?
Orginally came with W 7 upgraded to W 10. P/N QU043AA

Going through your post, it looks like the Windows is loading. In this situation, you can perform a recovery without affecting your files using HP Recovery Manager.
Go to http://hp.care/2cf8noz and follow the steps under "Recover without affecting your files using HP Recovery Manager"

I unplugged all external connections (external HD, etc) other than the mouse, keyboard and monitors and suprise! It booted! I download the HP RECOVERY update and now will backup files, etc again just in case.
