I have the same problem wihn win7pro ultimate. I have installed another 1T drive with the same problem It appears to be a bios problem Can you advise? It reads the cd under bios uefi, boot, but not under legacy boot. Why?

@tfilmel -- It appears to be a BIOS problem

I think that it is NOT a BIOS problem, because the keyboard & mouse work correctly when the BIOS is controlling these devices.  It seems that Windows is not loading a device-driver for these devices.

The "Installer" for Windows 7 dates from 2009 -- before motherboards used "USB 3" technology.

So, be sure that your keyboard & mouse are connected to "USB 2" sockets, so that the Installer will load the device-drivers.

What is the model-number of your computer (especially the model-number of the motherboard) ?

Does your computer have a PS/2 socket, for the older style of keyboard connectors?

Such keyboard sockets usually are colour-coded as "purple", while the mouse sockets usually are colour-coded as "green".

If you can connect a PS/2 keyboard, and then power-on your computer, Windows 7 will install.

Then, while Windows 7 is running, connect your keyboard. Windows will react by installing the device-driver.  Then, you can shutdown, disconnect the PS/2 keyboard, and reboot. Your USB keyboard will work.

EDIT: is this your computer: HP Pavilion p6530f Desktop PC Product Specifications | HP® Customer Support

It was manufactured in 2010. Unfortunately for you, it does not have any PS/2 sockets.
