problems when starting computer: Start PXE over ipv4 or ipv6;

HP Recommended
HP Desktop 95EM74A
Microsoft Windows 10 (64-bit)

Going over the logs, it appears this problem has been going on for quite some time.  Why?  Rather than put customers through the hoops of rebooting their computer over and over, why not issue a fix or refund?  This is frustrating and annoying.
