Microsoft Windows 10 (64-bit)

I have an HP All in one, fresh out of the box computer and the cpu (I assum) runs constantly such that there is a incessant hum while the computer is awake and on.  What is the issue?

It really depends on what is described as a "hum".  Most all PC's make some noise when running.  The fans running are the most typical noise one would hear.  Some are louder than others and may subside after awhile if the PC is left on and allowed to finish the updating process.

What you descibe as the CPU making the noise is probably not.  The CPU is silent in the PC but it could be the CPU cooler.

BTW: I could not find any model as noted -  HP All in one ro700a
