Clicking the start button does not do anything. Other things on the desktop seem to work.

The Windows files could be corrupted

I don't see " Command prompt" However I did see "Run as administrator" After clicking on that, a black box with white letters showed the following: C:\Windows\system32>  Where do I go from here?????????????  I am running 64 however.  I am doing this on windows 7, because the computer with Windows 10 has the issue with the start button.

If you press the power button, and get no light, or indication of turn-on power, then it could be the power supply.  Make sure you have power to the computer.  Is there a green LED on the back of the power supply?  Is it OFF ?  Unplug the power cord from the computer, then replug. Does the green led turn ON ?   Now, when you press the power button, does the green LED turn OFF?  If so, you need a new PSU.
