I tried to reinstall my OS but i received an error 0xFFEE016 using HP cloud recovery tool.

The Cloud Recovery tool requires that you use a 32GB USB stick to download the files needed to create Win10 installation media.  Did you do that?

 

Is this the error you are getting when attempting to do the recovery from the USB stick?

If the HP recovery media didn't work, you would have to do a clean install of Windows 10 by making bootable installation media using the media creation tool at the link below.

 

https://www.microsoft.com/en-us/software-download/windows10

 

After W10 has completed installing, you can install the drivers and available software from your PC's support page.

 

The W10 product key is in the BIOS.  W10 will automatically detect it, install and activate.
