I have been working on the same issue for a week. I did a clean install and 21H1 will not apply. I used Windows Update to get to 1909 but... I did find in the setup error log the code is for an incompatible driver. I have removed almost all of the HP utilities and 3rd-part drivers, tonight I am going to disable/remove the HP hardware sendor device driver and test again. I could not boot a clean Windows USB ISO but the HP restore worked. I'm almost afraid it is something BIOS/Hardware and not a driver.

Looks like you tried to hijack someone else's thread so the Mods split yours off into your own post.

 

So, there is no history of issues we can read about.

 

We need to know the model number of the PC.

 

Also, what do you mean when you said the clean install would "not apply".
