Product: Dell Chromebook

My apostrophe key looks strange, and I have to hit the key twice for it to appear.  Then it gives me a misspelled word.  How can I fix this?

IF this is, in fact, a DELL Chromebook, then why are you asking here? This is a support site for HP equipment, not DELL
