Windows could not complete the installation after Sysprep W10 1703 and 1709 on a HPProdesk600g3

HP Recommended
HP Prodesk 600 G3 DM
Microsoft Windows 10 (64-bit)

This Desktop was brand new out of the box. This is what I did

1- Finished Out of box experience and created one admin local account with password

2- I run HP Sofpaq to update some of the drivers

3- Run Windows Updates

4- Restart computer

5-Installed, Google Chrome, TeamViewer 13, Java, Kaspersky, Office 2016

6-Restart computer

7-Run Sysprep with Generalize and Shutdown

8-Computers restarts even after I specified in Sysprep to shut down. It seems like it will start loading the services and drivers but instead I get a error message: Windows could not complete the installation. To install Windows on this computer, restart the installation.

If I click OK or try to restart it will do the same thing.

Recovery does not work

I tried to reinstall windows with a HP recovery disk and this time I did not install any 3rd party applications on the computer, but I got a Bluescreen during Sysprep

 

I also use the Microsoft media creation tool to create a bootable USB drive to reinstall Windows but I still get a blue screen.

 

Any help would be awesome.
