Setting up a new monitor

I bought a new monitor and I keep getting this message when I turn it on "Input signal not found" what does that mean?

Per the instructions the monitor is connected to the tower and also plugged into power

It also says connect to video cable and video source.  There was no other cables to connect to anything else in the box.

I forgot to say the monitor is connected to the tower with the HDMI cord that was enclosed in the Monitor box.
