get "unable to find a version of the runtime to run this application" response to hp update

HP Recommended

When prompted to Download an HP Update I follow the on-screen prompts but am unsuccesful in the update.  The error reads "Unable to find a version of the runtime to run this application"  Then I follow the prompts to manually Download the update with the same results.  What's wrong?

Hello AlaskaPilot,

 

Runtime errors are generally caused by something wrong with the .NET framework on the computer. There is a few troubleshooting steps that can be done. The steps are outlined here in regards to a different application, but the steps are the same.

unable to find a version of the runtime to run this application
