OMEN 25L Desktop PC GT12-1000a (ID 1Z1C0AV)

HI, windows 11 updated the bios, the update seemed to go through fine and verified itself. When it went to reboot the system now just hangs with no signal to the monitor or power to the keyboard or mouse. I have tried a cmos reset which does nothing. The tower will turn on and the hdd makes a noise like its trying to do something then it just sits with the fans spinning. Tried to use a usb bios recovery but to no avail. Any ideas of what to try next greatly received.

It is possible to replace the BIOS chip or re-program it in place with the correct tools, skills and knowledge.  You might ask HP tech support for advice.  If you get any advice from them about re-flashing your bios please post back here what they told you.

Your Intel® Desktop Board doesn't boot after a BIOS update. Clear the CMOS (complementary metal-oxide-semiconductor). Clearing the CMOS memory can solve BIOS corruption, but causes you to lose all customized settings in the BIOS. You also need to reset date and time in the BIOS setup after clearing the CMOS.
