So the laptop that I have has 8gb of 2667/2666Hz DDR4 memory installed (stock, straight from the factory), but for some reason the speed is limited to 2400Hz. I know this because task manager reports, under the performance tab, that the memory speed is 24000Hz. How do I fix this and turn the memory speed up to what it should be (2666Hz)?

which has 8 GB DDR4-2400 SDRAM (2 x 4 GB) and it will only run at 2400MHz The manual CLEARLY says
DDR4-2400 dual channel support (DDR4-3200 bridge to DDR4-2666, DDR4-2666 downgrade to DDR4-2400)
