spungy wrap that paper goes over gets saturated with toner and smudges paper even after cleaning

First off this is a very old printer. I assume the roller you are talking about is the transfer roller the back side of the paper goes over during the print cycle. This roller always has toner on it but it does not get on the paper and if it does it will be on the back side of the page. What you describe is probably just a bad toner cartridge or an issue with the fuser. Since these printers are very old it is hard to get good toner cartridges anymore. To test do a half test. Put a sheet of paper on the front fold down manual tray and open the paper cassette. Do the self test and when the back edge of the paper enters the printer, quickly open the toner door to stop printing. Now remove the toner cartridge and look at the page in the cavity. If the defect is present on the front of the page, then the toner cartridge and nothing else is your issue. If the page has a good print, then the fuser is your issue.
