When I place a call out using 323 number, I get audio but no video. There is a big picture of the speker logo where the video should be. It has worked on two of the Ploycom numbers including
220.127.116.11, 205, but nothing else.
I am new to thei so please help.

Do you see yourself when not in a call?
Does the other site you are calling have a camera?
Do they see your video?
Do you have AES encryption turned on? Depending on the site, they may require this and if its not enabled, connect you as audio only.

I see this is an old thread but the issue is exactly what I am getting.
When not on a call I can see myself on both computers.
Yes both sites have a camera.
They do see their video. Both sites outside of a call can see the video.
With AES encryption enabled on both computers this still doesn't resolve the issue.
