Hi All I have this model laptop

OMEN by HP - 15-dc0022na

 

The issue is that despite having had 2x replacement batteries and chargers it will not charge. The charge light shows there is a connection but it remains lit white and does not charge the battery or only does so intermittently. I have left it charging overnight and the LED status light remains white.

 

The latest charger is only providing 19.45v rather than 19.5 as per label output. Is this undervoltage enough to prevent charging the battery and running the system?

 

I have checked the input at both the end of the DC jack and the port where it enters the MB and the value remains at 19.45v. I have continuity checked across the board various components as best I can and I seem to be getting a positive result all the way across. there are a couple of points where the resistors needed a bit firmer press with the multimeter probe to get a response (dry joint possibly), could this be the actual issue or do we think it's likely a replacement board and if so best source would be appreciated?
