For the past few days my hp probook windows 8 has refused to charge nor boost when plugged

Please is urgent I haven't been able to access my pc for days,  I plug my pc and and it wouldn't charge it will only bin LED  light 8 times or more and go off. Even if u decide to use direct power and remove the charge my pc won't still boost will only be blinking orange and white LED light [content edited]

Blinking LED means the battery is charging and if the laptop does not start, that means the battery power is too low to run the laptop.  Orange blinking usually means a fault in the charger or charging circuit -- but unless you can get it to boot into Windows, you can not run the HP diagnostics to check that out.

You would have to take this to a local laptop repair shop to see if they can run any diagnostics on it.
