Touchpad Issues

hello

i bought a new hp pavilion 15 and when you touch the touchpad its pointer bounces itself when it is plugged

but when i unplug it, it is fixed

my laptop

core i7

8gb ram

4gb intel graphic

2gb amd radeon

please tell me where is the problem.
