Operating System: Microsoft Windows 10 (32-bit)

my windows 10 hp laptop doesn't charge anymore, it neither appreciates nor depreciates when plugged in, but the battery charges when used with another hp laptop of the same model, it still doesn't charge when another battery is used with it. what do I do?  my laptop also scrolls down to the bottom of the page by itself without touching it. how do I solve these two issues please?
