Microsoft Windows 10 (64-bit)

Clean install of Windows 10 1909. Laptop stutters constantly. Task manager shows CPU falling to low and then normal every 2 secs.

@jaguar9 Greetings from the HP Community!

This seems like an issue with the CPU fan, the best way to resolve the issue, is by following the below steps:

  • Updating your Notebook computer BIOS
  • Keeping notebook air vents clear and clean
  • Increasing the efficiency of the notebook to reduce heat
  • Using Windows Task Manager to identify corrupt processes
  • Selecting power save settings to shut off your computer when it is not in use

All BIOS, hardware drivers are all up to date. Clean boot produces the same result.

The solution was to install Windows 10 1709,  update all drivers and install all updates, then install latest feature update. This has now cured the problem but who knows why!!
